Fixes and tidies the automatic differentiation rules, and allows VectorInterface 0.7.

Highlights

• Enzyme tensoradd! dβ fixed: the rule decided whether to cache C from the value of β instead of its activity, so an Active β equal to zero got a wrong dβ (Fix dβ in the Enzyme rule for tensoradd! when an Active β is zero #307).
• Enzyme rules under runtime activity: when a Duplicated shadow aliases its primal (dval === val), the rules no longer write into it, and they skip the unneeded copy of C (Protect from writing into dval if it's === val #305).
• Leaner ChainRules rules: when β = Zero(), the rules no longer copy or retain C (Don't copy or retain C in the ChainRules rules when β = Zero() #308).
• VectorInterface 0.7: compat now includes VectorInterface 0.7 (Update VectorInterface requirement from 0.4.1, 0.5, 0.6 to 0.4.1, 0.5, 0.6, 0.7 in the all-julia-packages group #306).
