What

  • sycl: the merge kept two definitions of ggml_sycl_mul_mat_vec_q_glu_reorder. Keep upstream's (Q4_K/Q5_K through the multi-column helper) and move the fork's PQ2_0, Q6_K and PTQ1_0 cases into it.
  • ci: restore the CUDA 13.3 step in windows-setup-cuda. The merge replaced it with a 13.4 x64 step, while the release still builds Windows x64 with 13.3.

Why

Testing

  • The SYCL change is code movement only; it was not compiled here (no oneAPI). The next release run builds SYCL on Linux and Windows.

… merge

Both prism and upstream defined it, and the merge kept both copies. Keep
upstream's definition (Q4_K/Q5_K through the multi-column helper) and add the
fork's PQ2_0, Q6_K and PTQ1_0 cases to it.
The upstream merge replaced it with a 13.4 x64 step, but the release workflow
still builds Windows x64 with CUDA 13.3, so nvcc was never installed and the
job failed at configure. Keep both.
