Documents the migration path for repositories using the deprecated @policyengine/design-system package to the modern @policyengine/ui-kit/legacy compatibility layer.

This guide emerged from the uc-uplift migration work, where we successfully migrated from design-system to ui-kit/legacy with a pure import-path rename.
