Pins DirXMLDev 0.65.0 (core #124): a GCV tested in an
<if-global-variable>condition but defined nowhere is no longer agcv-undefinederror, so it no longer blocks Plan and Deploy. Bumps the version to 0.88.0 and adds the CHANGELOG entry.The web suite passes (118 tests).
