test_gap_turnloop_p9_worker_agent_net is flaky (≈3/10 on main) and shows up as a regression on unrelated PRs #11490
test_gap_turnloop_p9_worker_agent_net is flaky on main and on unrelated branches. On a Linux x86_64 build host, main passed 3 of 10 runs in one measurement and 3 of 12 in another. In CI's gap-suite it fails intermittently as a pass -> parity_fail "regression" on PRs that don't touch networking or workers (seen on #11416).
It is a network-timing test (a worker agent doing net I/O), and its output depends on scheduling. Either make its output deterministic, for example by awaiting and ordering the events it prints, or move it to a flaky/quarantine list so it stops showing up as a regression on unrelated PRs.
