docs(dev-doctor): archive the run's workspace every time - #9241
The Dev doctor automations boot a fresh cloud workspace per run. The skill archived it only when every step worked and slept it when a step failed, "so the evidence stays". Failed runs therefore left boxes behind: 20 runs from Oct 30 20:18 to Oct 31 15:18 stayed up for as long as 20 hours, and 3 runs on Oct 31 for about 30 hours, until they were deleted by hand.
Now the last command of every run archives the workspace. When a step fails, the command, its output and the ids go into the notebook and the final message instead.
Summary by cubic
Dev-doctor runs now always archive their workspace, so failed runs no longer leave cloud boxes behind.
Previously, runs slept the workspace on failure to preserve evidence, which left stale boxes for up to 30 hours. Now the final command archives the workspace every run, and failed steps record the command, output, and IDs in the notebook and final message instead.
Written for commit 749a29e. Summary will update on new commits.

Walkthrough
The dev-doctor Finish instructions now require superset workspaces archive "$SUPERSET_SANDBOX_WORKSPACE_ID" as the final command on every run. They retain requirements to record failed-step details and report findings and blockers.

Summary
Workspace archive and final reporting .agents/skills/dev-doctor/SKILL.md
The instructions require archiving the workspace on every run. They remove the success-only archive and failure-triggered sleep behavior. Failed-step details must still be recorded in the notebook and final message.
This change makes Dev doctor archive its workspace on every run, which should stop failed runs from leaving workspaces up for many hours. One small gap remains: if the archive command itself fails, the failure is not recorded in the notebook. This is a bounded follow-up, not a merge blocker.

Record archive failures in the notebook while preserving the final-command rule.
The final response can report the archive command, output, and workspace ID after the command returns. The notebook cannot: the instructions write it before the required last command. If the archive command fails, this ordering violates the requirement to record every failed step in both locations. Define a failure-reporting path that preserves the archive command as the last workspace command.
