Adds a repeatable production-build performance gate at exact head

LIVE_UNAVAILABLE/OBSERVED_ONLYVerdict: PASS WITH LIVE SCOPE CUT. Fixture and local product performance pass. Successful Live quote/preflight latency is explicitly not claimed because the baseline has no configured RPC or Web Live session.
