…ticketer plugin Docker upgrades don't reconcile a persisted etc volume against the new version's defaults, so a stock config carrying the removed opennms.ticketer.plugin=NullTicketerPlugin property causes startup to fail. Document the gap and point at config-diff.sh/config-tester, and correct the release note to mention the base opennms.properties file.
