Resolve the BAL "identity crisis"

• Consider what functional workflows a host DCC needs to be able to validate flows that make use of managementPolicy, entityTraits, publishing, etc... and the impact of how the behaviour is configured by the tests.
• Consider the impact of test-time requirements eg: adding a dependency on a database instance etc.

We've noticed BAL is sometimes used in integrations by folks who don't quite get the possible divergence between multi-manager systems as "the one truth". It having an opinion on things could be contributing to misunderstandings in implementations.
