chore: upgrade to ESLint 10.11.0

Upgrade ESLint and @eslint/js to their latest releases while retaining the existing Next.js lint rules. Next.js ESLint 10 compatibility is still tracked in vercel/next.js#89764.

• Use @eslint/compat to adapt legacy plugin APIs and version-scoped peer overrides for the three affected plugins.
• Parse JavaScript files with the existing TypeScript parser to avoid the bundled Babel parser’s incompatible scope manager.
• Remove the ESLint Dependabot exclusions while retaining the TypeScript 6.0 restriction.
