Implements T5 (closes Phase T). PCC- schema: REQUIRED_EVIDENCE_SCHEMA_TYPES (12 across all phases), VALID_COMPLETENESS_GRADES (A/B/C/D), completeness_fraction auto-computed, grade thresholds 100%/75%/50%; dry_lab_only=True; 55 tests. BASELINE: 9765→9828.
