Implements T4. SAT- schema: VALID_DECISIONS (3), VALID_STAGES (4), final_shortlist_ids auto-computed (sorted unique selected families), evidence_artifact_ids per entry, dry_lab_only=True; 55 tests. BASELINE: 9702→9765.
