Implements T2 from NEXT_100_PR_MAP Phase T.
CBA2- schema: aggregates BTI records across batches. VALID_AUDIT_VERDICTS (5: all_complete/majority_complete/minority_complete/none_complete/no_batches), LOW_COMPLETENESS_GRADES (minority/none), n_batches_flagged auto-counted, flagged_batch_ids sorted, audit_coverage_rate computed. dry_lab_only=True enforced. 55 tests. BASELINE: 9576→9639.
