Implements A8 from NEXT_100_PR_MAP.

What

• examples/toy_pipeline_output/toy_ranked_example.jsonl: 3 toy candidates (TOY-0001 to TOY-0003), all dry_lab_only=true, sequences made up, scores in [0,1]
• examples/toy_pipeline_output/toy_certificate_example.json: TOY-CERT-0001, all unsafe claims listed in unsupported_claims, baseline_caveat present, no real AMPF- IDs
• examples/toy_pipeline_output/README.md: explains toy nature, what files show, what they are NOT
• tests/test_toy_examples.py: 49 tests in 4 classes validating format, TOY- prefix enforcement, score ranges, dry_lab_only, unsupported_claims
• BASELINE: 8536 -> 8585

Disconfirming pass

• No safety gates modified
• All IDs use TOY- prefix; no real candidate IDs in examples
• dry_lab_only enforced in every example record
• unsupported_claims includes in_vitro_activity and in_vivo_efficacy
• Tests confirm no AMPF- IDs leak into toy files
