Linux CI currently uses GitHub-hosted compute. Route Ubuntu jobs to the persistent R720 runner labeled r720-ci, while keeping Windows/macOS and external-fork pull requests on GitHub-hosted runners. Existing specialized self-hosted labels remain unchanged.

On the persistent runner, skip hosted-image disk cleanup that removes shared tool directories. Triggers, job steps, permissions, and application code are otherwise unchanged.

Validation: semantic comparison across all 72 proposed workflow files passed; actionlint introduced no new diagnostics. A live R720 smoke test passed checkout, C compilation, and Docker: https://github.com/Odenknight/AITraining/actions/runs/34699950880 . Repository-specific checks run on this pull request.

The R720 container initially serializes job execution to prevent fixed-port and package-manager collisions. Windows/macOS hosted usage and artifact storage may still be billed.
