Hosted repair receipt

The first exact-head runtime runs failed closed before commands because README.md and ROADMAP.md were omitted from the reviewed candidate inventory. Commit fb78d85 adds only their audited-base blob IDs and current LF SHA-256 bindings; the strict inventory checker and six focused qualification tests pass unchanged in an LF validation checkout.

Both final-SHA CI workflows are green after serial, failed-job-only reruns of the load-sensitive Windows Node 24 watcher observation. The strict observation, measurement upload, focused watcher suite, and dependent artifact audit all passed without changing the threshold or code:

Hosted Ubuntu Node 22 and 24 full builds passed the ownership-sensitive POSIX tests. Linux and Windows Node 22/24 Phase 4, watcher, and Windows path-security evidence is present at the exact candidate SHA.

Open runtime-coverage boundary

Both current-runtime workflows remain terminal FAILURE with INCOMPLETE_PLATFORM_COVERAGE. Every Node 22/23/24 current job built and ran 957 tests with 953 passing, zero failing, and four documented skips: two Windows-only path-security tests on the Linux host, the unavailable external gkos-standard SRTP catalog, and the unavailable explicitly enabled real local ONNX embedding configuration. The strict wrapper correctly refuses to convert those skips to a pass.
