Summary

• freeze the Full-owned Phase 5 watcher/journal/recovery contract pack
• add private pure semantic sealers, exhaustive conformance fixtures, and exact SQLite/pointer/reset authority
• preserve all Phase 0–4 and public API bytes

Qualification

• focused watcher contracts: 15/15 on Node 22, 23, and 24
• full suite: 594/594, zero failures/skips/todos
• typecheck, build, pack, license, nomenclature, and intelligence gates green
• reciprocal Full/Lite atomic review approved with no blocker/HIGH/MEDIUM

Slice A is contract-pack/private-sealer only. It does not activate the watcher host, merge, release, deploy, or publish a package.
