Moves the org release to makepad main bf318136 / Octoscript-Makepad 019e6bf0 (#59):

• makepad Fix Windows startup stack overflow (port of #10 by @chrislearn) #55: MapView.archive_url, so a script app can read a hosted .mkmap map archive
• makepad Import OctoSense-ROM and OctoSense-System-Apps into one workspace (ADR 0001 phase 1) #56: HTTPS on OpenHarmony through rustls. Before it, every https:// request from the network crate failed on HarmonyOS: map tiles, Splash data fetches, wss. Cargo.lock gains two edges to crates already locked (rustls, webpki-roots).

Both runtime patches apply unchanged; the stacked tree is 169a5a47. The pinned-release prose also names #45, which #154 didn't add.

Checked locally (merging on local checks while ADR 0004 lands):

• setup.py --check --cargo, native_apps.py --check
• cargo check --locked -p octosense (+ mobile-apps), check-shell-graph.sh -p octosense
• phone/: cargo check --locked -p octosense-home --features mobile-apps, check-shell-graph.sh -p octosense-home
• cargo test --locked --features mobile-apps -p octosense-shell: 545 passed
• On a Mate 70 Air, the same runtime as local patches: Maps tiles, search, route and the drive views over HTTPS
