Add the standard Apache 2.0 text as LICENSE-APACHE while preserving existing license and attribution files. Integrates current main, including the Octoscript crate rename and pinned Makepad dependencies.
Validation: official license SHA-256 matches; the change relative to main contains only LICENSE-APACHE.
CI reports the same pre-existing cargo fmt failures as main: the test job stops at cargo fmt --check and fuzz-target stops at the fuzz manifest’s formatting check. The failing source files are byte-for-byte identical to main; this PR changes only LICENSE-APACHE. Both miri-vm-regression and fuzz-memory-safety passed.
