Pin the Octoscript source set to the checked Mail draft and review capabilities in OctoSense-org/OctoScript#58. This keeps runtime.json and Cargo.toml aligned for OctoSense ADR 0007.
The capabilities report host requests only; this runtime does not implement Mail storage or authorize sending. The consuming OctoSense shell supplies those handlers.
Validation: the runtime manifest validator confirms pin agreement; the upstream L0 suite passed 315 tests. Consumer setup/Cargo graph verification passes. Portable runtime tests passed: 86 tests across octoscript-node, octoscript-render and octoscript-makepad, including its documentation test. Phone integration acceptance remains in progress in OctoSense PR #326.
