docs: add Simplified Chinese READMEs with a language switcher - #3

Add README.zh-CN.md beside the root README and catalog/README.md, and put a one-line English | 简体中文 switcher under each H1. Also correct the catalog pipeline diagram: the screens are .octoscript files and there are 42 routes, not 41 .splash screens. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
