Learning-tier plan (jev-judge): four owner decisions before S1-0 starts #34

The council-validated plan docs/architecture/learning-tier/plan-2026-09-19.md (council: 3 seats, all ACCEPT-WITH-CORRECTIONS; arbitration in docs/architecture/learning-tier/council/arbitration-plan-2026-09-19.md) reaches main through the housekeeping PR, together with the Stage 0 access-spike receipt (docs/architecture/jev-judge/receipts/stage0-access-2026-09-19.md). Its §7 lists five owner decisions that must be taken before stage S1-0 starts. Nothing in the plan is built; this issue is the queue for the decisions, not for the build.

Decisions outstanding (plan §7, verbatim)

  1. Two branches instead of the one requested (D13) — accept the split, or insist on one branch and accept that Jev spend/privacy review then gates the agent-definition merge.
  2. Claude/opencode grants: approve pre-approving W_auto on claude (today: none) and leaving opencode's wildcard untouched this branch.
  3. The owner-led noticing episode — ten minutes, once, after S1-GREEN; scheduled when?
  4. Jev spend cap for S2 (estimate: 13 sessions × ≤ 8 candidates × 2 arms, under $1 at $0.042/Mtok; the candidate-generation harness turns cost credits on the owner's subscription — ~13–26 turns).

Resolved by the housekeeping PR

  1. Merge order for the feat/jev-judge planning branch (Stage 0 receipt + this plan): first, or cherry-pick the docs into feat/learning-tier-fed. — Resolved as cherry-pick into main: both planning commits (88018c90, 3b366b6b) were cherry-picked onto the housekeeping branch with their content verified file-by-file against the originals (only .secrets.baseline's generated_at differs, regenerated by a whole-repo scan). feat/learning-tier-fed does not exist yet and will branch from main with the plan already on it.

What the Stage 0 receipt established (context for decision 4)

Jev scored the four pedagogical teach-back dimensions where a human would at high confidence but was blind to a planted accuracy error — so Jev must never be the sole accuracy judge; the harness LLM supplies accuracy. Item 1 (feed the learning tier, proven by a scripted learner across the six harnesses) is the live defect and does not depend on Jev at all; item 2 is one pre-registered, directional measurement with no adopt/reject clause.

Definition of done

Each of decisions 1–4 has an owner verdict recorded in plan §7 (one commit, docs(learning-tier): owner decisions 1–4 recorded), after which item 1's S1-0 can start on its own branch. Closing this issue does not close the plan's work; items 1 and 2 get their own issues when S1-0 starts.
