The Python CLI can scan GitHub URLs, but MCP currently treats targets as local paths. Add a separate scan_github tool enabled only by mcp --allow-remote. Operator-only --auth controls use of GitHub credentials; default local discovery and path boundaries stay unchanged.

Adds a private ChatGPT Secure MCP Tunnel setup guide and tests for tool discovery, input rejection, credential policy, local path boundaries and a complete stdio → CLI → fake GitHub scan.

Validation: full Python suite 302 passed, 4 skipped; Ruff passes on changed Python files. The remote integration fixture runs locally without external credentials. Rust support, a public HTTP endpoint, directory submission and an actual owner-PC/ChatGPT tunnel connection are not implemented or claimed.
