remove unnecessary nolint directives#2554

This commit removes stale nolint directives that were added to unused methods we hadn't yet chose to delete at the time as development of the NVIDIADriver controller was still ongoing. It has been over 2 years and this code has stayed unused since then. These lines of code can be safely deleted. Signed-off-by: Tariq Ibrahim <tibrahim@nvidia.com>
