feat(plan-execute): support judged handoffs - #1188
Add execution_trigger = "edit" or "judge" to PlanExecute, keeping edit detection as the default. The judge slot supports existing LLM and decision-model classifiers, with an AgentBaton prompt asking whether the efficient model can finish from the current task state. Judged handoffs hold the efficient model until the next user turn. Decision models now see the opening task plus 10 recent messages by default.
Summary by CodeRabbit
New Features
Plan/execute routing can now use an optional judge to decide when work should hand off to the efficient model. The existing edit- or write-based handoff remains the default.
Judge settings can be configured, including the message window used for decisions. Explicit window settings are preserved.
Documentation
Updated configuration and routing guides to explain handoff triggers, judge settings, and routing behavior across user turns.

Walkthrough
Plan-execute routes now support judge-based handoff as an alternative to edit detection. The route configuration accepts a judge and execution trigger. Classifier defaults, routing state, prompts, tests, and configuration documentation are updated.
Plan-execute configuration adds an execution_trigger and optional judge. The builder validates their combination, includes judge targets in model discovery, and the schema documents the configuration.
Initialize the judge and its inputs crates/libsy/src/algorithms/plan_execute.rs, crates/libsy/src/algorithms/llm_class/decision.rs, crates/libsy/src/algorithms/llm_class.rs, crates/libsy/src/prompts/plan-execute/handoff-decision.md, docs/reference/toml_schema.md
Plan-execute initializes a configured classifier and supplies default prompt and message-window settings when unset. Decision classifiers default to 10 recent messages, while explicit values remain unchanged. The handoff prompt and classifier documentation describe the judge inputs and response requirements.
Route requests and retain handoff state crates/libsy/src/algorithms/plan_execute.rs, crates/libsy/src/algorithms/util/affinity.rs, crates/libsy/src/prompts/plan-execute/planning-system-prompt.md, docs/routing_algorithms/plan_execute_routing.md
A user-turn start routes to the capable tier. On later calls, the judge can trigger handoff by selecting Efficient; the efficient tier remains selected until another user-turn start. Without a judge, edits or writes trigger handoff. The test and routing documentation describe these paths.
Correct judge configuration validation and fallback behavior before relying on these options. The remaining risks are bounded, so the change is mergeable with owner awareness.
