fix(composite): reset stage routing on user turns - #1185
Start Stage fresh on each new user turn so the previous turn's routing decisions don't carry over.
In Composite's user_turn mode, each new user message clears the runtime capable_hold_turns, efficient_hold_turns, and stage_previous_tier values from state.extra and resets state.tool_signals. The configured hold durations stay unchanged, and new tool signals use only tool activity since that user message.
The built-in Responses tool role correction is in #1186. Merge that first so tool outputs are recognized as continuations.

Bug Fixes
In composite routing with independent stage profiles, each new user message now resets the selected profile’s routing holds and starts evaluation at its initial tier.
Tool signals are now limited to the current user turn, preventing earlier tool results from affecting later routing decisions.
Documentation
Updated the composite-routing guide to explain how user-turn resets work and clarify that session-triggered routing retains state across the session.

Walkthrough
Composite routes now pass user-turn reset behavior to their stage routes. Enabled stage classifiers reset holds and prior-tier state at new user turns, and tool signals are limited to the current turn. Tests and routing documentation reflect the updated profile behavior.
Adds current-turn signal extraction from the latest user-turn message. Full-history extraction remains available, and a test checks that earlier tool results are excluded.
Stage reset and route wiring crates/libsy/src/algorithms/util/stage.rs, crates/libsy/src/algorithms/stage.rs, crates/libsy/src/algorithms/composite.rs
Stage routes accept a reset-on-user-turn option. Enabled classifiers clear hold and prior-tier state on a new user turn. Optional LLM fallback stamps skip that turn; fall-open stamps remain eligible.
Profile behavior and documentation crates/libsy/src/algorithms/composite.rs, crates/switchyard-runner/tests/composite_profiles.rs, docs/routing_algorithms/composite_routing.md
Composite profile tests cover hold resets and updated target and prompt selections. The runner test uses the new_session trigger. The documentation describes user-turn resets and current-turn signals.
With user_turn composite routing, Responses built-in tool continuations can lose their holds and failure signals. Context-compaction escalation can also be dropped, and prior tool errors can leak across a mixed Anthropic boundary message. This produces wrong tier selection in agentic sessions, so these should be fixed before merge. Other routing modes are unaffected.
