Steps to reproduce
I re encoded some of my shows and DVD rips into AV1. When I play it back on my samsung TV the video plays back fine but in each one there a mess of pixelation right next to the playing video

Thanks for the photo, that makes it a lot clearer what's happening.
Moonfin only tells the TV where to put the picture on screen. The decoding itself is done by the TV's own AV1 hardware. A real picture on the left with garbage filling the rest of the width usually means the decoder put out a frame narrower than what it reported. Some AV1 encoder settings cause exactly that, superres in particular, which stores each frame at a reduced width and leaves the decoder to stretch it back out.
Since it happens on every file you re-encoded, could you share a few details?
If you're comfortable running ffmpeg, this prints the stream headers so we can check directly. Look for enable_superres or use_superres set to 1:

I used handbrake and AV-1 NVENC. I didn't use any resize options and I'm pretty sure I didn't use super res. All my other devices play it back normally. Should I have disabled anamorphic? I don't have the official jellyfin installed. I ran the command and got this:

Thanks for checking and for the screenshots. That rules out both things I suspected: superres is off, and with Anamorphic on Automatic and a 1:1 pixel aspect your output is a plain 1920x1080, so that setting is fine as it is.
I also built a test file that reproduces another possible cause and played it through Moonfin's video path on my Samsung test TV. It came out clean, so I can't reproduce this from my side yet. That points towards how your TV's AV1 decoder handles this particular encode, but I'd like to try your actual file to be sure.
Could you attach a short sample? In Command Prompt or PowerShell, open the folder with the file and run this. It cuts 15 seconds out without re-encoding, so it keeps exactly what your TV is seeing

Turns out the settings I just showed were for some other episodes I re encoded and those ones actually play fine. I think for the files that were messed up I had cropping set to automatic. I'm guessing that's what caused the issues. I'll just re rip my disks and encode them correctly.

Upon further testing. I found that some DVD videos I re encoded had the same issue even with cropping off. But anamorphic set to auto changes the pixel aspect from 1 : 1 and 640x480 to 8 : 9 and 720x480. And the garbage appears directly bellow those videos.

Thanks for the samples, they pinned it down.
With Anamorphic on Automatic, HandBrake's AV1 output stores the picture's display shape separately from its actual size. Your 1080p sample is 1920x1080 but says to show it as 2541x1080, and the DVD rip is 720x480 but says 720x540. Your TV's AV1 decoder makes a picture of that bigger declared size but only fills in the real frame, which leaves the garbage to the right on the 1080p file and below on the DVD rip.
I played both samples through Moonfin on my Samsung test TV, a 2024 model, and they came out clean in every display mode. So this is specific to how some newer Samsung models handle that setting. Setting Anamorphic to None, as you found, avoids it completely.
Closing this since there's nothing for Moonfin to change, but thanks for tracking it down.
