Changes
Adds declarations for attach/detach and controller scope plus a placeholder test.
Resolution status
There are no implementations or integration with an
etctl-style command. This branch does not implement #779.Verification
Reviewed against current master. Run the repository-required formatting and unit-test commands after any follow-up code changes.
