Version 0.3.13 on the same 16 files as the 0.3.12 bump (#206): the application, the client CLI, the MCP package, the client install script and guide, the contract and the test pins. 0.3.13 adds over 0.3.12: - #207: the provider inventory reports RocksDB `active` only when the knowledge store runs on it. - #208: docs: one Engine holds every store, with deployment guides for self-hosted, providers, cloud and MIOSA-managed. - #209: the triple store follows every delete and move of a graph edge, and an erasure takes the edge's triples (migration 86). On a RocksDB knowledge store, the first boot empties the store once and reloads it in the background.
