The upcoming nnnotes release contains a compiled Rust extension for the first time; the previous release shipped a pure Python wheel. Add a manual release preflight that builds all five platform wheels and the sdist, and checks their distribution metadata before a release tag is pushed.
Publishing jobs now require a tag push, so a manual run remains a preflight even when its ref is a tag. Store the reviewed v0.1.3 notes and use them after git-cliff generation to keep the internally tested commands described as new functionality. Future releases without a reviewed notes file continue using generated notes.
The package version remains 0.1.3. Validation includes ordinary CI and the manual wheel preflight; no release tag or registry publication is part of this change.
