Prepare nnnotes 0.1.3 for the music-data exporter, bundled deck model, Japanese-release support and experimental UI library export.
Synchronize the Python version, Rust package version and Cargo lockfile so the tag check and locked wheel builds use the same version.
Validation: CLI reports 0.1.3; the existing version consistency test and 13 UI export tests pass; pyflakes and diff checks pass. The full CI matrix rebuilds the extension from the pinned deck source.
