…backoff to the running timer - Read fetchFn/compareFn/onDataChange and interval options through refs so inline callbacks from callers no longer tear down and fail to restart the polling interval after the first re-render (fixes MergeFi#568). - Reschedule the interval whenever the effective delay changes so backoff actually slows the running timer down, and refetch/reset restores the base interval (fixes MergeFi#569).
