fix(deps): pin libcurl to 8.22.0 for CVE-2026-19931 - #252

Add a vcpkg override for curl 8.22.0#1 and move the manifest lock HEAD to a vcpkg commit whose versions database contains it. The baseline is unchanged, so curl is the only resolved package that changes.
brew install on a present-but-outdated pipx upgrades it; on macos-15-intel that is a source build that now fails, and the pip --user fallback is blocked by PEP 668.

Change
shared/vcpkg.json: add an override forcurl8.22.0#1, which includes the fix for CVE-2026-19931. The vcpkg baseline (9e593bb) still resolves curl to 8.21.0.shared/vcpkg-lock.json: move the registry lock HEAD fromb46d905to1391150, the first vcpkg commit whose versions database hascurl 8.22.0#1. That makes the override resolve without depending on an implicit registry refetch.The override is in the shared manifest, so it applies to the Linux, macOS and Windows runtimes.
Verification
vcpkg install --dry-runat the pinned vcpkg commit, with the updated manifest:osx-dynamic/arm64-osx:curl[core,non-http,openssl,ssl,tool]@8.22.0#1linux-dynamic/x64-linux:curl[core,non-http,openssl,ssl,tool]@8.22.0#1main, curl (8.21.0#1->8.22.0#1) is the only package whose resolved version changes.
