What changed

Launcher shortcuts and window presentation now follow Windows keyboard and taskbar conventions while preserving macOS behavior.

Why

Command-key assumptions and Dock-only behavior make the unified launcher confusing on Windows.

Invariant

Each platform validates its own reserved shortcuts, a running profile is shown rather than duplicated, and taskbar activation restores the most recently used window.

Delivery

Review-only Windows behavior layer. No application release.

Verification

  • keyboard shortcut tests

  • Windows shell and window coordinator tests

  • existing macOS window tests

  • Focused change

  • Relevant checks run

  • No credentials or private game data added
