Older TLS dependencies accept paths containing compromised emSign intermediate keys and carry additional rustls vulnerabilities. Update the lockfile to rustls 0.23.46, rustls-webpki 0.103.16, webpki-roots 1.0.10, and webpki-root-certs 1.0.10 while preserving the ring backend and public crate version.
Validation: 226 library tests passed with locked resolution using the Maple SDK pinned Nix Rust 1.89 shell; git diff --check passed. A fresh cargo-deny advisory scan no longer reports the TLS advisories. The complete scan still fails on pre-existing RUSTSEC-2023-0071 (rsa 0.9.10, no safe upgrade); this PR adds no exception. Hosted Windows/MSRV and live API checks remain separate.
