Moves the Maple Work update notice off the new-chat screen and into the sidebar's Settings button and menu. The design follows Mark's mockup.

What changed

• Removed the update card under the composer on the empty-task screen.
• Badge: a pending update shows a small orange download badge right after the Settings label in the sidebar footer. It shows whenever the old banner did (Snapshot::show_banner). With the sidebar collapsed, the badge becomes a dot on the gear.
• Menu row: the Settings menu gains a row under Usage, styled like the existing rows, with the badge as its icon:
  • Update available: if the update is ready, opens the existing restart confirmation (the native alert on macOS, update_confirmation on Linux); otherwise (manual download only) opens About.
  • Restart to finish update and Update failed open Settings → About, which already shows the full message and its actions. Failures use a muted outlined alert icon instead of the orange badge.
• Confirmation wording: the title now names the version, since the badge has no text: "Restart Maple to install v0.0.14?" The title and body moved to update::restart_title / update::RESTART_DETAIL, so macOS and Linux share them. The body and the Later / Restart to Update buttons are unchanged.
• Icons: download and circle-alert, from Lucide like the rest of the set.
• Docs: updated docs/updates.md.

"Later" in About still hides the badge and the menu row until the next release.

Verification

• New test update_badge_marks_settings_and_its_menu_row_routes_by_state. It checks that:
  • there is no badge or row without an update
  • the badge follows the Settings label inside the button
  • the row sits above Account
  • Ready → Restart, and Error → About
  • "Later" hides both
• Existing tests: the Settings menu routing, Settings menu keyboard and update_confirmation tests still pass.
• Pre-commit hook: green (all four clippy configs plus workspace tests).
• Real app, light and dark:
  • the badge renders correctly
  • the menu row renders and its click opens the reworded native confirmation
  • Later dismisses it
  • the collapsed dot renders correctly

@marksftw could you look at the placement and styling of the new update button? It's the round orange download icon left of Settings in the sidebar footer. It replaces the update card that used to sit under the composer on the new-chat screen. Screenshots of light and dark mode, the hover tooltip, the restart dialog and the collapsed sidebar are in the description. In particular:

• Does left of Settings feel like the right spot?
• Does the orange filled circle fit, or should it be quieter?

When the sidebar is expanded, let's do something like this, but use the icon you already have that has the white lines within the circle. mine is a rough mockup. You need to make sure the sizing is correct, layout, spacing, and yes, have the white strokes within the orange/peach circle.
