Pin fixed libssl3 in OpenSecret parent helpers - #1318

Trivy reports CVE-2026-84782 (HIGH) in libssl3 from the pinned python:3.13.16-slim-bookworm base, failing both parent helper image jobs on every PR that selects them. Keep the digest stable and require libssl3 3.0.22-1~deb12u2 from bookworm-security next to the existing libpcre2 and perl-base pins, with the same dpkg-query version check. The workflow boundary test asserts the new pin. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Trivy reports CVE-2026-84782 (HIGH) in Debian's
libssl33.0.22-1~deb12u1. The package comes from the digest-pinnedpython:3.13.16-slim-bookwormbase. The finding fails os-helpers (credential-requester) and os-helpers (enclave-logging) on PR #1315 (the CI rebuild, run 40453021288). The oldopensecret-ci.ymlParent helper image jobs run the same scan, so they would also fail the next time a helper file changes. This is upstream drift, not a regression from #1315.Change
nitro-toolkit/{credential_requester,logging}/Dockerfile: addlibssl3=3.0.22-1~deb12u2to the existingapt-get install --only-upgradestep, next to the libpcre2 (PR #1070) and perl-base (PR #1086) pins, and add adpkg-queryversion assertion for it. The base digest is unchanged. Theopensslpackage carries the same CVE; it depends on the exactlibssl3version, so apt upgrades it to3.0.22-1~deb12u2too.scripts/ci/test_opensecret_workflows.py: the boundary test now also asserts the libssl3 pin. These helper images run on the parent instance, outside the EIF, so they are not EIF/PCR inputs.
Validation
Run locally on linux/amd64 (colima). The VM has no arm64 Docker, so this PR's ARM64 helper jobs remain the check for the deployed architecture. Debian publishes the same package version on both architectures.
