Unrelated Agent/backend master pushes currently build and submit Research Dev to TestFlight, and updates to several PR workflows leave superseded checks consuming runners. Use the existing Research app selector for Dev TestFlight and cancel outdated checks only within the same workflow and PR for SDK Rust/TypeScript, proxy Rust/container, Research frontend/Rust, and repository CI.
Manual Dev builds and conservative builds on unknown selector results are preserved. Selected Dev builds retain their serialized signing/submission queue, and non-PR CI runs have independent concurrency groups. Document the scheduling policy and cover routing, cancellation isolation, and signing boundaries with repository checks.
Validation: pinned root flake check passed on aarch64-darwin; normal pre-commit checks passed (workflow lint and 633 repository unit tests). Hosted CI is pending. Scanner caching and provider-cache diagnosis are outside this small scheduling change.
