Add cacheDeletionJobParamsSchema and its inferred CacheDeletionJobParams type for Update_Delete_Cache / Swap_Delete_Cache jobs. The new tasksCreationCompleted flag lets job-tracker avoid completing the job while overseer is still enqueuing task batches.

cacheDeletionJobParamsSchema(zod) and the inferredCacheDeletionJobParamstype forUpdate_Delete_Cache/Swap_Delete_Cachejobs:ingestionJobId: string (uuid)tasksCreationCompleted: booleantasksCreationCompletedis set tofalseby overseer while it is still enqueuingtiles-deletiontask batches and flipped totrueafter the last batch is persisted. job-tracker will gateisJobCompleted()on this flag so it no longer marks the job Completed while later batches are still being enqueued (which currently causes a 409 onPOST /jobs/:jobId/tasksand leaves the Redis cache partially deleted).Both exports are reachable through the existing
deletionbarrels. Follow-up PRs in overseer and job-tracker will consume the released version.
