fix(deps): upgrade @map-colonies/raster-shared to ^8.3.0 (MAPCO-11282) - #107

MAPCO-11282 — upgrade to the official v8.3.0 release. Was ^8.1.0. Verified: typecheck (tsc, both build + test projects) and unit tests pass, before and after the bump. Integration tests could NOT be executed locally — they use testcontainers and no Docker runtime was available; that failure is environmental and identical on the unmodified baseline. CI is the real gate for the integration suite here.
