MAPCO-11282 — move off the alpha branch onto the official v8.3.0 release. Was pinned exactly at 8.3.0-alpha.0; now ^8.3.0 to match the convention used by cleaner and the other services in this ticket. Tests: 136 + 94 passing both before and after the bump (baseline captured on origin/master first to rule out pre-existing failures).

Release-As: 5.3.1 Forces the patch release for MAPCO-11282 (raster-shared -> ^8.3.0, #74). That PR squashed onto master as "deps: upgrade ...". release-please does not recognise "deps" as a conventional-commit type - it is a Dependabot prefix from .github/dependabot.yaml and was never added to changelog-types - so the commit was discarded and no release PR was opened. The dependency change itself is already on master; this empty commit only tells release-please which version to cut.
