tuxrun always passes /tuxtest/skipfiles//, also when the suite has no skipfile. Now that plain skipfiles reach kirk, these suites fail before they start:

ERROR: Skipfile /tuxtest/skipfiles/sparc64/ltp-fs_perms_simple does not exist

Print a warning and run without the skipfile instead.

Fixes: d7b047d ("automated: linux: ltp: pass plain skipfiles to kirk")

tuxrun always passes /tuxtest/skipfiles/<arch>/<suite>, also when the
suite has no skipfile. Now that plain skipfiles reach kirk, these
suites fail before they start:

  ERROR: Skipfile /tuxtest/skipfiles/sparc64/ltp-fs_perms_simple does not exist

Print a warning and run without the skipfile instead.
