ci: pin llvm-20 Linux jobs to ubuntu-24.04 - #85

ubuntu-latest is migrating from 24.04 to 26.04, where noble's libarrow2500 cannot install (depends on libxml2, renamed to libxml2-16). These jobs add the noble apt repos for Arrow and LLVM, so pin them to 24.04. Fixes #84.
