Raise the keyring floor to 25.7 and move the pinned actions forward: setup-uv to v9.0.0 and action-gh-release to v3.0.2. The floating major tags (checkout v7, upload-artifact v7, download-artifact v8) and setup-wsl v7.0.0 already point at the newest release, and shellingham is still on 1.5.4. The only breaking change in setup-uv v9 is prune-cache defaulting to false, which this workflow does not set. The version was declared in pyproject.toml and read back out of the installed metadata at import time. Declare it in __init__.py instead and let hatchling pick it up from there, so __version__ is a plain literal that no longer depends on the package being installed.
