ci(ksai): call KSAI through the public mirror - #463

The other public repositories this team owns run KSAI, and swrv did not. The workflow calls the published snapshot, which a public repository can resolve, pinned to the current release. Commands answer a comment; a review is requested when a pull request opens or leaves draft; and a pull request KSAI wrote is held until somebody who did not contribute to it approves.
