v17 had no tag-triggered NuGet release workflow - only nightly-feed packaging and PR build/test. Ports the proven release.yml from v18/main (same repo, same nuget.org trusted-publishing policy), adjusted for v17's unpinned global.json (explicit dotnet-version 9.0.x instead of global-json-file) and matched to v17's existing action versions.
