There is no clear method reading non-UTF8 gzipped file in example #1091

Description

@coponhub

The documentation shows how to read gzipped input and how to read non-UTF-8 files.

https://csv.juliadata.org/stable/examples.html#stringencodings
https://csv.juliadata.org/stable/examples.html#gzipped_input

However, a simple combination of these methods will not read a non-UTF8 gzipped file.
I'd like to see a simple example in the documentation that reads non-UTF8 gzipped files.

    This example is now available in the development documentation: gzipped text in other encodings, added by the merged #1209.

    Decompress the gzip bytes first, then decode their actual text encoding before passing the UTF-8 result to CSV.jl. The example uses CodecZlib and StringEncodings, closes the decoder in a finally block, and checks accented city names. I verified that the published page includes the working recipe and expected Montréal/Málaga output.

    Closing this documentation request because that combined example is published. The stable documentation may lag until the next documentation release.
