Route Maven Central through cache-redirector in ci/build-helpers, used by "5. Upload to Maven Central (Optional)", to avoid Maven Central rate limits (HTTP 429) on CI.

  • settings.gradle.kts: added pluginManagement with the redirector before Gradle Plugin Portal. Without it, plugin dependencies (for example, of shadow) were resolved from Portal, which forwarded them to Maven Central.
  • build.gradle.kts, cli/buildSrc/build.gradle.kts: Maven Central now points to https://cache-redirector.jetbrains.com/maven-central.

Fixes:

  • CMP-10922 TeamCity rate limit for Maven. Received status code 429 from server: Too Many Requests
  • CMP-10914 CI: Gradle Plugin Test fails — missing JDK 25 JetBrains Runtime toolchain
