Route Maven Central through cache-redirector where possible, to avoid Maven Central rate limits (HTTP 429) on CI.

  • Our own builds (gradle-plugins, components, html, ci/*, templates): Maven Central now points to https://cache-redirector.jetbrains.com/maven-central, and Gradle Plugin Portal goes last, because it forwards artifacts it doesn't host to Maven Central directly.
  • TestKit test projects and examples: an init script (cache-redirector.init.gradle, passed with --init-script) swaps direct Maven Central for the redirector, so the projects themselves stay clean.
  • Kotlin Toolchain example (codeviewer): KOTLIN_DEFAULT_MAVEN_CENTRAL_URL in buildWithKotlinToolchain.sh.
  • Maven test project: the central repository and plugin repository are overridden with the redirector.

Fixes:

  • CMP-10922 TeamCity rate limit for Maven. Received status code 429 from server: Too Many Requests
  • CMP-10914 CI: Gradle Plugin Test fails — missing JDK 25 JetBrains Runtime toolchain

Symbolic link should work fine on macOS and Linux, and there should be some setting to make it work on Windows too

I've decided to use a single copy of that script without symlinks just in case
