No Ceph OSD memory target for SmartEdge DEK #19

SmartEdge DEK is unable to set ceph OSD memory target, but if the memory is not limited, some of our test cases will run out of memory, which will disturb our test result, we hope that osd's memory can be limited by setting OSD memory target.
